Tenders are invited for National for Baseline Survey
The Royal Government of Cambodia (RGC) through the Ministry of Land Management, Urban Planning and Construction (MLMUPC) as Executing Agency (EA) and Ministry of Agriculture, Forestry and Fisheries (MAFF) as Implementing Agency (IA), have received financing from the World Bank for Land Allocation for Social and Economic Development Project III (LASED III) and intend to apply part of the proceeds of this credit to payments for firm (referred to below as “Consulting firm”) for “Consulting Firm for Baseline Survey” (Ref No. MLMUPC- CS-17R).
The Consultant will design and implement a Baseline Study for the LASED III. Baseline content is guided by (a) the project-s Results Framework as being part of the Project Appraisal Document (PAD), and (b) the information needs of project management, to be discussed and considered for survey design. The scope of the consultant is to design, guide the collection and analysis of the baseline, primarily household and livelihood data in SLC sites, ILCT sites and Indigenous Communities that receive project support, which can be used to measure the overall project progress and outcomes, through regular follow-up M&E activities during the implementation period of LASED III. The study would be inclusive of collecting and assessing data and relevant information on also the CSLIC Project-s results indicators and management needs, so as to provide relevant information on the identified beneficiary producers as intermediary and outcomes indicators as a measure for the project-s performance, as laid out below.
Main Tasks. The Consulting firm will carry out the following tasks, in close consulting with Directors of LASED
III and Project Manager of CSLICP Project and responsible for but not limited to the following tasks:
• Understand the project-s reporting requirements as per LASED III and CSLICP Results Framework;
• Discuss and understand the project-s managements- additional information needs;
• Taking both above requirements into consideration, develop the Baseline Survey household questionnaire
& related survey instruments;
• Prepare inception report;
• Develop the survey sample design and sampling method;
• Pilot test and finalize the survey instruments;
• Identify and locate households to be interviewed following the sample design and sampling method;
• Undertake the digital data collection of the baseline data from households in the project sites under LASED III/
CSLICP;
• Establish a data entry template/format in SPSS/Stata that will be able to detect errors during data entry and also
includes double entry of all questionnair es in order to achieve a clean baseline dataset according to standard
methodologies;
• Conduct analysis of data using agr eed methodology and social science software package and present the major
findings in terms of descriptive statistics in a final report;
• Conduct data entry and cleaning;
• Present the finding and addressing the commends from project teams;
• Prepare progress reports and final report.
