Combination Synopsis and Solicitation for a Commercial Item
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12, as supplemented with additional information included in this notice.
The solicitation number is 80JSC020R0030 and is being issued as a Request for Proposal (RFP).
This procurement is for full and open competition. The associated NAICS code is 541990.
NOIS2 is a Multiple Award Indefinite-Delivery/Indefinite Quantity (IDIQ) contract for the issuance of Firm-Fixed Price (FFP) task orders (TOs).
The following clauses and provisions are incorporated (full text of the clauses and provisions may be accessed electronically at https://www.acquisition.gov/browse/index/far or https://www.hq.nasa.gov/office/procurement/regs/NFS.pdf).
Offerors shall provide the information required by FAR 52.212-1 (OCT 2018), Instructions to Offerors-Commercial Items.
The Government will carry out the evaluation activities and report to the Source Selection Authority (SSA), who is responsible for making the source selection decision. A qualifying Offerors is one who is determined to be a responsible source, submits a technically "Acceptable" proposal under the Technical Acceptability Factor, whose proposal conforms to the requirements of the solicitation, and provides the Contracting Officer with no reason to believe it would be likely to offer other than fair and reasonable pricing. The Government intends to make an award to each and all qualifying Offerors.
All offerors shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, or complete electronic annual representations and certifications at SAM.gov with its offer.
