Description : The City of Charlottetown is issuing this Request for Proposals (RFP) to identify a new customer information system (“CIS”) to replace a legacy system which provides billings and receivables management for municipal and utility services. The CIS should encompass a comprehensive utility billing for water and sewer as well as all other municipal services with the goal of implementing a fully supported hosted cloud-based revenue, billing, payment and receivables solution configured to the City-s needs. The goal of this RFP is to secure a proven solution that can implemented with minimal customizations and achieve a go-live date no later than December 31, 2021. The work, described in more detailed herein, is to include all work necessary, including project management, business process review and redesign, implementation of common client/customer account numbering system, integration with current utility meter reading capacity (ITRON MVRS) with ability to adapt to changing technology, integration with City and Utility banking systems, full seamless integration with Microsoft GP Dynamics, and integration with current customer web portal (SpryEngage).
