The purpose of Amendment 0003 is to do the following:

1. Incorporate the updated Schedule B - SPD Bid Sheet, which added the pricing for option years

2. The proposal close date has been extended from 21 November 2025 to 05 December 2025.

3. All other terms and conditions remain unchanged and in full force and effect.
