MULTI-ANNUAL AUDIT OF PUBLIC ELECTRICITY DISTRIBUTION IN THE SMEM CONCESSION TERRITORY. CARRYING OUT A SATISFACTION SURVEY ON THE QUALITY OF THE PUBLIC ELECTRICITY DISTRIBUTION SERVICE. The purpose of this consultation is to entrust it to an independent, duly accredited auditing service provider for carrying out concession audits, detailed analysis of the operation of the concession, particular attention being paid to candidates with proven expertise in ZNI. This auditor will have the mission of analyzing in detail the operation of the concession on the aspects following: - The heritage of SMEM - Concessioned networks (HTA - BT) - Maintenance - Continuity of supply - The quality of tension - The renewal of works - Billing - Relations with users - Control of energy demand applied to the network - Specific missions in particular the control of the TCFE (tax on final consumption electricity) and the axes of development of the network with a view to establishing a master plan of electrical networks.
