Minnesota Pollution Control Agency (MPCA) is seeking proposals from qualified Responders for conducting a waste characterization study evaluating the types of materials generated and discarded in Minnesota and their relative prominence in Minnesota-s waste streams. The priority focus will be on Municipal Solid Waste (MSW) with analysis taking place at facilities that serve the Twin Cities Metropolitan area and at facilities that serve Greater Minnesota. Data will be collected during different seasons to account for differences in waste characteristics. This information will assist the MPCA, the state, local governments and industry better understand opportunities and barriers to improve source reduction reuse, recycling and other waste diversion programs. The study should be conducted using an approach that is consistent with industry best management practices (BMPs) and provide accurate, reliable results. The study will be utilized by the MPCA to assist in its long-term planning by providing a comprehensive understanding of the composition of waste currently being disposed to target majority components of the waste stream for future reduction, diversion, recycling, composting, anaerobic digestion, and reduce the overall amount of material requiring disposal. The goal of this project is for the responder, with guidance from the MPCA, to produce a study which: • Provides statistically significant data on the portions (i.e., percentage of waste generated) of Mixed Municipal Solid Waste (MMSW). • Details seasonal, regional, or other differences of waste generation. • Provides data on waste characteristics.
