Firm Consultancy for Data Collection on Business Safety Inspections

September 2020
Context

The World Bank Group is providing technical assistance to the Peruvian Government to evaluate whether certain implementation practices of business safety inspections (“ITSE”, in Spanish) can improve accountability, safety conditions, efficiency of inspections, and reduce corruption. The study is implemented in partnership with the Ministry of Housing, Construction and Sanitation and six district municipalities: Los Olivos, Lima, San Isidro, Comas and Miraflores (in Lima), and Trujillo (in La Libertad). It is possible that more municipalities will join the study.

In January 2018, the Peruvian government approved a new regulation for ITSE, which introduced a risk-based approach to classify firms and an expedited process to reduce the timeframe in which low risk businesses can obtain their operating license. However, the system continues to face significant challenges; for example, most firms require multiple inspections in order to obtain their ITSE certificate, which generates opportunities for inefficiencies and diversion of resources. Other limitations of the system include a high degree of discretion in the application of the regulation by inspectors, inadequate knowledge and preparation on the part of firms, and limited municipal capacity (some municipalities continue to face significant backlogs as a result of their inability to comply with the regulation-s requirements). These problems affect both inspections for firms requiring a safety certificate (ITSEs) and supervisory visits to firms that already have a safety certificate (VISEs).

The study seeks to evaluate whether including a random verification increases the accuracy and precision of inspections. Currently, inspectors receive a fixed wage and their inspections are not verified or supervised, which provides them with few incentives to conduct inspections with zeal. In addition, inspectors have considerable scope in decisions that can affect the result of the inspection (ITSE) or follow up supervision visit (VISE), which generates opportunities for corruption. The mechanism to be evaluated consists in the implementation of a system of random verifications, carried out by independent enumerators with no relation to the municipalities.

In the context of this evaluation, the World Bank Group has designed an electronic inspection system, which contributes to standardize the application of the inspection checklist, helps to reduce inspector discretion, and facilitates data collection and monitoring. This electronic system will be used both by inspectors and by independent enumerators as part of the intervention.

The main objective of this consultancy is to collect data related to the safety of business establishments. The enumerators will visit business to collect data on inspections recently conducted by the municipality. The consultancy includes the identification, hiring, and management of enumerators who will collect the data, as well as the provision of all goods or services needed to plan and carry out the visits to establishments.

Tasks, activities and responsibilities

The team of independent enumerators will have to visit businesses to collect data about the assessments (ITSEs) conducted by municipal inspectors in district-level municipalities participating in the study. The data collection will be conducted electronically, in tablets or cell phones, using the application provided by the World Bank Group.

Data collection will have to be conducted as soon as possible after the ITSEs are conducted, to ensure that safety conditions of the establishment are not altered in the period of time between the ITSE and the data collection. Specifically, the data collection must take place on the business day following the inspection, or on the second day after the inspection, at the latest.

Given that most municipalities program their inspections on a daily basis, enumerators will receive a list of the establishments that they will be required to visit each day. During the visit, the enumerators will only have to collect data on a small set of objects that were inspected (Annex 6a or 7a, depending on the risk level of the firm) to ensure that the visit is brief—no more than fifteen minutes of data collection, plus whatever time is needed to start. The enumerators will receive a list with the items that must be observed, or these will be pre-programmed into the electronic data collection application. The items to be observed will vary randomly between visits.

Similarly, and in order to avoid communication between the municipal inspector and the enumerator, neither the name of the inspector nor the inspection report will be made available to the enumerator at any time.

The number of assigned visits will depend on the number of ITSEs conducted in each municipality. We estimate that, on average, an enumerator will be able to complete between 5 and 8 visits each day, and that the average duration of an visit will be 30 minutes (15 minutes of introduction and 15 minutes of data collection).

Number of enumerators and implementation timeline

The number of enumerators will depend on the number of ITSEs that municipality inspectors carry out each day, and the number of visits that enumerators can carry out in each district.

The initial duration of this contract will be 10 months, between September 2020 and June 2021. However, data collection will not start simultaneously in all municipalities. During the first month of the contract, few visits will be conducted, and field protocols will be developed with a small team of two enumerators. During the remaining months, the number of enumerators should be adjusted as needed in order to complete between 40 and 50 visits/surveys each day in various municipalities.

The current implementation timeline is as follows:
• Comas and Los Olivos (September)

• Lima and Miraflores (October)

• San Isidro (November, to be confirmed)

• Trujillo (December, to be confirmed)

The consulting firm must prepare a disaggregated financial proposal, listing all the personnel involved and logistical costs. The proposal should also include a cost per visit.

The consulting firm must complete a minimum of 4, 000 surveys under this contract. If additional surveys are required, the contract will be modified accordingly. Payments will be based on the number of visits completed.

Enumerator profile

The group of enumerators must be made up by specialized professionals who have obtained the certificated from the Ministry of Housing, Construction, and Sanitation to conduct ITSEs. As a group, the team of enumerators must have the technical capacity to collect information about the safety of the establishment in any area (electricity, security or architecture) for any type of business (low, medium, or high-risk, according to ITSE regulation).

With respect to the checklist for ex-ante inspections, which includes questions that correspond to three different areas of specialization (electricity, security and architecture/structures), the data collection will be programed in such a way that the enumerators will only have to collect data on items that correspond to their area of specialization. In this way, only one enumerator will have to go to each establishment, irrespective of its risk level.

Equipment and logistical services

The consulting firm will be responsible of providing all the equipment and logistical services necessary to carry out the visits and collect data, including tablets, cell phones, portable routers (if applicable), transportation services, Internet connection, etc. The application developed by the World Bank Group to collect data should be used in tablets with access to internet. Each enumerator must have a tablet to collect data.

A factor that will affect logistics and the workload of enumerators is the distance between the establishments that must be visited. For example, the distance between establishments is usually sho
