This Terms of Reference (TOR) outlines the Monitoring, Evaluation, and Learning (MEL) program for the Kyrgyz Republic Health Financing Pilot. Despite notable progress in health outcomes, the country faces ongoing challenges in delivering effective, efficient, and equitable healthcare. The pilot aims to reform financing modalities and enhance managerial and financial autonomy for care providers, improving staffing flexibility, payroll budgeting, service pricing, and use of revenue from user fees. Seven healthcare organizations—district, regional, and national—will participate.The MEL consultancy is tasked with developing and implementing a robust framework using mixed methods (qualitative and quantitative), establishing key performance indicators aligned with pilot objectives, and coordinating data collection with government stakeholders. Deliverables include an inception report, cleaned datasets, quarterly M&E reports, and consultation workshops to build capacity and share findings. The consultancy must demonstrate international experience in health financing and systems, with preference for Central Asian expertise and local staff presence.The assignment spans 15 months, requiring close coordination with the World Bank and the Ministry of Health, with regular reporting to ensure alignment and timely decision-making. The ultimate goal is to generate actionable insights for future scale-up of health financing reforms in Kyrgyzstan.
