ASSIGNMENT DESCRIPTION

The World Bank is looking to recruit a consultancy firm to conduct monitoring and evaluation (M&E) and support the implementation of the programs implemented by the Ministry of Education (MOE) with support from the WB and its partners for the next three school years (2020-21, 2021-22, and 2022-23). The targeted programs to monitor and support will include school improvement funding, stipends for vulnerable students, mentoring and cluster activities, in-service training for teachers, education for children on the move, non-formal education, ethnic education, public financial management, and human resource management. The geographic coverage varies by programs but several of them are implemented nationwide.

The primary objectives of this consultancy are to (a) carry-out M&E of WB-supported MOE programs with the ultimate goal of informing improvements in their designs and procedures and verifying the achievement of agreed upon results captured through disbursement-linked indicators (DLI), and (b) share data and findings with and provide support to the MOE in implementing and monitoring these programs.

Methodological approaches that could be used to collect the M&E data include checklists, desk reviews, focus group discussions, key informant interviews, observations, participation in training and meetings, phone calls, text messages, etc. The methodology should also include plans to carry-out monitoring in cases where in-person visits are restricted due to conflict, health emergencies, or other problems. Implementation support and knowledge sharing will require working closely with the MOE at various levels, including national (e.g., M&E Working Group members), sub-national (e.g., township), and community (e.g., schools) levels.

This consultancy will compliment and support the MOEs internal M&E mechanism and some of activities will be conducted jointly (e.g. joint field visits), depending on the objectives and nature of the activities. It will also compliment other WB activities being implemented in parallel, including large-scale quantitative school and households surveys, tailored analyses of existing data (e.g. administrative, other surveys, etc.), and rigorous impact evaluations.

To reach these objectives, the firm will be expected to carry out the following activities:

(a) Process monitoring and qualitative assessment of program implementation, including assessing which processes proved difficult/problematic and why, and making practical and concrete recommendations on how to improve the programs
(b) Spot-checks to validate the achievement of DLIs
(c) In-depth and tailored deep dives to look more carefully into identified issues and respond to emerging needs of information for further improving programs
(d) Technical support to the implementers (MOE at different levels) of the programs to build capacity
(e) Presentation of findings and recommendations in review meetings with MOE twice a year
(f) Preparation of yearly written reports on the monitoring findings and recommendations and submission of periodic written progress updates to the World Bank)

The geographical scope of this contract will cover all states and regions except the Rakhine state and townships of northern Shan and Kachin with active conflicts. Outside of this restriction, the firm will cover selected townships depending on the specific target programs or objectives; hence, flexibility in moving field staff across states/regions will be essential. The number and location of sample townships will be determined based on discussions among the consultant firm, the WB and the MOE, but is likely to be at least 30% of the targeted townships every year.

INDIVIDUAL / FIRM PROFILE
The consultant will be a firm.

The consultancy firm must meet following skill requirements and qualifications:
(a) Demonstrated experience monitoring and evaluating social programs (preferably education program) including delivery of relevant analysis to highlight lessons and propose recommendations in Myanmar for at least 5 years.
(b) Demonstrated experience in building capacity around implementation of education, community mobilization, community targeting, and/or transfer programs in Myanmar for at least 2 years.
(c) Demonstrated experience and capacity to collect data electronically (so that information can be viewed in real time) is an advantage
(d) Full-time presence in Myanmar for at least one year, defined as having a physical branch office and the presence of at least one full-time employee in Myanmar.
(e) Full time staff should include, at a minimum, one team leader, one education and/or evaluation specialist, and several officers located in the field (township, village level) with solid (at least 3 years) experience monitoring and supporting implementation of programs at the grass-root level.
