Project Overview: This project will assess the current state and identify future-state options for COPSIN through a three-phase approach. In Phase 1, the consultant will conduct comprehensive data collection, including interviews with all seven COPSIN members (with one interview conducted in French) to gather information on governance, operations, staffing, finances, programming, and amalgamation potential; benchmarking against three international sport institutes to analyze comparable organizational models; and engagement with key national partners to inform future considerations. In Phase 2, the consultant will facilitate a two-day in-person workshop in Toronto (August 26-27, 2026) with COPSIN members to review findings and explore options for expanded service delivery and potential partial or full amalgamation. In Phase 3, the consultant will synthesize findings and recommendations into an interim report and a final report.
