Single Stage Open Competitive Selection

Project Description:

Improving the national energy efficiency in Hungary is in line with the European Union (EU) intention to drastically reduce its domestic greenhouse gas (GHG) emissions by 80% until 2050, compared to 1990 levels. As the building stock is responsible for approximately 40% of energy consumption and 36% of CO2 emissions in the EU, targeted CO2 emission reduction in buildings are at least 88%-91%. Therefore, without consequently exploiting the huge savings potential attributed to the building stock, the EU will miss its reduction targets.

In Hungary it is estimated that by 2050 about one quarter of the building stock is still to be built, while having to apply challenging the Near Zero-Energy Building (NZEB) requirements. In addition, the most considerable challenge will be to renovate the other three quarters of already existing buildings.

Meeting the above GHG emission reduction and NZEB targets is supported at EU level by a comprehensive suite of directives (clean energy for all Europeans). Transposing these directives and making them work at national level will achieve many benefits for citizens and the economy, including cleaner energy production by reducing also other emissions and pollutants, as well as initiating economy activities and creating employment:

The importance of buildings in the overall energy efficiency strategy was further underlined by a re-cast of above Directives through EU Directive 2018/844/EU, which emphasises the exemplary role of public bodies- buildings and requires a renovation strategy being integrated into the NEEAPs (EED, article 4) and EU member states having to establish long-term renovation strategies, to be updated every three years, in order to support the renovation of the national stock of buildings, including residential and non-residential (EPBD article 2a).

Taking all the above legislative framework and policy targets and in particular the two mentioned articles of EED and EPBD into account, significant efforts are still required in Hungary in order to meet the targets: nearly 80% of approximately 4.4 million homes fail to meet modern functional and thermal engineering requirements, and the ratio is similar in public buildings. Meanwhile 40% of total energy consumption is in the building stock, about two-thirds of which is related to heating and cooling.


In Hungary, the NZEB approach has been transposed and buildings are the largest final energy user with over 40% consumption. A vast portion of the building stock was built pre-1980 with low energy performance standards. It is estimated that 70%-90% of the building stock needs renovation.


In order to meet these national policy targets, the Hungarian Government have adopted various policies and strategies targeting energy efficiency in buildings: National Building Energy strategy 2015-2020; National Energy Efficiency Action Plan (NEEAP) 2015-2020; 2030 energy strategy. In addition, the Government have launched various financial support programmes (KEHOP, TOP, GINOP 8, VEKOP, etc.) supported by incentives targeting the residential and public sectors.

While these initiatives have prompted some progress, the pace of energy efficiency refurbishments in buildings has to significantly increase in order to meet aforementioned targets.

The Ministry intends to further review the potential for energy efficiency in buildings and assess legal, technical and financial barriers hindering energy efficiency investments in public and residential buildings with the aim to identify policy reforms and financial instruments that could enable scaling up investments in this sector.

Against this backdrop, the Ministry has requested support from the European Commission under Regulation (EU) 2017/825 on the establishment of the Structural Reform Support Programme to undertake such detailed review and contribute to the formulation of a roadmap aimed at increasing the pace of energy efficiency investments in buildings. The European Commission has agreed to provide technical support to Hungary, together with the European Bank for Reconstruction and Development (“EBRD” or “the Bank”).

The EBRD has been driving the green building markets in its countries of operation through investment and technical assistance and policy. Since 2008, the Bank has enabled over EUR 15 billion in green building investments (covering both new buildings and energy efficiency retrofits), with over EUR 2.3 billion in direct EBRD investments.

Assignment Description:

The Bank is now seeking to engage a Consultant to undertake a study that shall provide a detailed review of energy efficiency potential in buildings in Hungary, and assess legal, technical and financial barriers hindering energy efficiency investments in public and residential buildings, including the ESCO market, and make recommendations accordingly.

Specifically, the selected Consultant is expected to provide the following services:

1. Assessment of Energy Efficiency potential in the building stock;

2. Identification of barriers hindering energy efficiency investments;

3. Review of potential instruments to unlock the energy efficiency investment potential in existing building stock;

4. Proposals on ESCO market development;

5. Workshops, stakeholder engagement events and knowledge dissemination.

Consultant Selection Procedure: Single stage open competitive selection. Interested firms or groups of firms are invited to submit a Technical and Financial Proposal.

Assignment Start Date and Duration: The Assignment is expected to start in July 2019 and has an estimated overall duration of 12 months.

Cost Estimate for the Assignment: EUR 280, 500.00 (exclusive of VAT). Selection and contracting are subject to funding availability.

Funding Source: It is anticipated that the contract will be financed by the European Union via the Structural Reform Support Programme and delivered in cooperation with the European Commission-s Structural Reform Support Service.

Eligibility: There are no eligibility restrictions based on the consultant's country of origin.

Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms preferably with previous project experience related to:

- low carbon investments in the built environment, public support programmes (financial, technical, etc.), preferably in Central and/or Western Europe, and also preferably in buildings;

- deep understanding of investment, ideally in dealing with energy efficiency projects at national, regional and municipal level.


The Consultant's expert team is expected to include the following key experts (the 'Key Experts'):

· Team Leader with preferably minimum 10 years of relevant expertise in leading the implementation of energy efficiency investments in the built environment, explicitly including both the public sector and the residential sector, further including public support programmes (technical cooperation, financial support, etc.) and in dealing with ministries and other stakeholders; strong project management and communication skills. Working knowledge of English and Hungarian is required.

· Economist with a university degree in economics, preferably minimum 7 years of professional experience, ideally in energy efficiency policies, building refurbishments in EU member states.

· Local and International Technical Expert(s) with engineering degree in relevant discipline, preferably minimum 7 years of experience in energy efficiency in buildings. The expert must have understanding of energy audits and energy performance certification of buildings as well as measurement and verification methodologies.

· Legal Expert with a university degree in law or equivalent qualification and preferably a minimum of 7 years of professional experience with similar assignments. The expert must demonstrate experience in public administration, particularly procurement legislation, budget law.

· Policy Expert with a university degree in a relevant field and preferably a minimum 7 years of professional experience in energy efficiency policies in the EU, ideally with a focus in the built environment.

· Financial Expert(s) with preferably minimum 5 years of relevant expertise in financial modelling of project financing, ideally with experience in energy efficiency investments. Strong knowledge of the local private sector finance market is required.
