Nasa/gsfc has a requirement for model based computer aided design/computer aided fabrication/computer aided machining (cad/caf/cam) software to be used to design sheet metal components and program existing cnc fabrication equipment to produce sheet metal components. The software must have a single code source authorship and not be a compilation of multiple independent software packages in order to perform its core function. Modules should have the ability for associative, parametric interaction between the 2d drawings and 3d cad models and the fabrication modules to insure real time updates occur no matter what module is used to initiate changes to the design model.
Nasa/gsfc intends to purchase the items from vero software inc./radan because they are the only vendor to our knowledge who can meet all of the base requirements of associative updates to the 3d model in real time and single authorship of the core program and not relying on 3rd party software to perform core functions, in addition to other requirements on the sow.

The government intends to acquire a commercial item using far part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 5:00 p.m. Local time on 09/01/2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
Oral communications are not acceptable in response to this notice.
All responsible sources may submit an offer which shall be considered by the agency.
