The study-s objective aims to (i) identify options forincreasing operational finance for solid waste, specifically organic waste andplastic pollution management to improve sustainable operational finance, (ii)identify and develop practical financing structures for private sector investmentsand climate funding for investments and operational finance, and (iii) defineand test implementable financing arrangements for lower income countries (LICs)/lower middle income countries (LMICs)/middle income countries (MICs) which can besupported by international finance agencies with focus on replicability andscalability.The scope of work is divided into key parts: (i) currentmodes of financing, considerations and (policy) options to mobilize(operational) finance for improvement of solid and plastic waste management; (ii)opportunities for and examples of public-private structuring, traditional andenvironmental policy instruments to support improved waste and plasticmanagement; (iii) increasing role of carbon financing in the waste sector toreduce methane emissions from waste and possible financing options from aglobal treaty on plastics that is under negotiation; and iv) lessons learned, recommendationsand indicative roadmaps for four country case studies for integrated financingapproaches for both the investments as well as the operational costs to supportscalable, replicable and bankable solid waste and plastic management investmentprojects.This main audiences of the report and knowledge papersare local governments, national governments as well as development and internationalfinancing partners and their interest in bankable, replicable and scalablesolid waste and plastics investments.Thereport will include evidence-based examples of regulations, policies, instruments, financing/fiscal arrangements and practices specifically targetingLICs and MICs to increase financial resources towards plastics and wastemanagement, collection and minimization and recovery/recycling, where avai...
