Tenders are invited for Mobility Analysis Using Call Detail Records in Papua New Guinea
Assignment Description
The objective of this assignment is to analyze the mobility patterns of mobile phone users in Papua New Guinea (PNG) based on Call Detail Records (CDR) data. The analysis will consist of two components. The first component is to explore the impacts of COVID-19 on mobility patterns both within and across cities to understand the effectiveness of lockdown restrictions on, for example, travel for work. The second component is to understand the linkages between customer segmentation data and household wealth with the potential objective of using telecom data as a proxy to develop a highly disaggregated poverty map for PNG.
As part of the Expression of Interest (EOI), the consultant will need to provide evidence to have access to CDR data for PNG coving the majority of the population using cell phones. Evidence can be provided by showing ownership of the data or in the form of a Memorandum of Understanding with an owner of the data.
The assignment includes the following tasks:
- The consultant shall establish a mobility indicators pipeline in PNG based on the CDR data that can be leveraged by the World Bank for example for socio-economic analysis.
- The consultant shall lead the production of reports on mobility changes related to COVID-19 and mobility restrictions.
- The consultant shall assess if the CDR information used for marketing purposes contains information on poverty as measured by the World Banks phone surveys in PNG.
The World Bank Group now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services, which must include above mentioned evidence to be able to access the data.
