7/22/26 -- SOLICITATION AMENDED. Amendment removes the requirement for the vendor to recharge the SCBA bottles. Vendor is also no longer required to be a Department of Transportation approved facility with a valid Pipeline and Hazardous Material Safety Administration (PHMSA) Requalification Number (RIN). The solicitation closes July 29, 2026 at 12:00 P.M. EST. Updated statement of work is included with this posting.
This is a combined synopsis/solicitation for commercial services prepared in accordance with simplified acquisition procedures found in the Federal Acquisition Regulation (FAR) Revolutionary Far Overhaul (RFO) Subpart 12.2, effective 1 February 2026, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation whereby quotations are being requested. This solicitation is intended to result in the issuance of a singular firm fixed price award.

BOTTLES WILL NOT BE SHIPPED TO A VENDOR FOR SERVICE. All potential offerors shall ensure ability to access the Naval Submarine Base prior to submitting a quote.
