Minnesota Department of Education, DCYF Early Learning Services Division-Request for Proposal for the Minnesota Early Childhood Education Workforce Study. The Minnesota Department of Children, Youth, and Families (DCYF), in partnership with the Department of Education (MDE) and the Children-s Cabinet, requests proposals from qualified responders (applicants) to design, lead, and implement a Workforce study on early care and education (ECE) professionals that will provide an all-inclusive representation of the essential needs within ECE programs to support program improvements and policy decisions. Minnesota has completed three previous surveys to gather comprehensive information on the characteristics and needs of the ECE workforce to assess educators- economic wellbeing and interest in participating in instructional and professional development opportunities. Minnesota state agencies regularly collect limited data on ECE professionals and programs, that are siloed into databases specific to each program type. The goal of this study is to gather more comprehensive information on the characteristics and needs of the ECE workforce across program types for state administrators and leaders to inform continuous program improvement and policy decisions. The Responder awarded this contract (“Contractor”) is expected to collaborate with state project leads to coordinate and facilitate all components of the ECE Workforce Study, including but not limited to: a. Survey design and selection of ECE programs for participation; b. Follow-up engagement to encourage survey responses; c. Focus group planning and facilitation; d. Collection, analysis, and discussion of data with state project leads and other stakeholders; e. Completion of the final project report and designated deliverables for the State; f. Scheduling and facilitation of regular meetings with state partners. The study should include but is not limited to the following information regarding ECE programs and professionals: a. Turnover rates, average wages, position information (number of FTEs, full-time vs. part-time, minimum requirements, part of a union/on a contract or not, etc.), staff access to health care and other benefits, and technical assistance needs; b. Staff demographics such as age, gender, race/ethnicity, language preference, and household income. c. Educators- experience in the field, including education level (number of credits earned even if someone has not completed a degree program), number of years working in the field, training experience, and participation in professional development programs (such as Empower to Educate and Early Childhood Grow Your Own); d. Educators training, coaching, and professional development needs; e. Financial supports staff have received, such as scholarships, reimbursement for training expenses, loans, and wage supplements. The survey should include both quantitative and qualitative data on ECE professionals. The Contractor will be responsible for selecting a sample of ECE programs for the survey and focus groups that is representative of the field-s diversity. The Contractor will distribute the survey and lead follow-up communications to receive a high response rate. Initial results from the survey will inform the population and questions selected for subsequent focus groups of ECE professionals. The Contractor will analyze survey and focus group data to write a full summary report and two briefs on specific topics (to be determined in partnership with state partners). The Contractor will meet bi-weekly with state project leads and monthly with a state advisory team through the duration of the contract. THIS IS A FORMAL SOLICITATION.
