The purpose of this contract, carried out in the form of a framework services agreement, concerns the appointment of engineers in special techniques and fire safety for auditing, advice, study and monitoring of work execution missions linked to the Building, its physics, its performance and its facilities. The contract will be concluded with a maximum of 4 successful bidders, provided that a sufficient number of regular offers have been submitted by selected bidders. Each market based on the framework agreement will be subject to a re-competition between the successful bidders concerned. The contracting authority will consult in writing, each time it decides to use the framework agreement, the successful tenderers of the framework agreement in order to invite them to submit a written offer. The contracting authority awards each contract based on the framework agreement to the tenderer having submitted the most economically advantageous offer with regard to the award criteria announced in these specifications.
