Offerors must provide a proposed plan for recruiting and employment of individuals to remove, deliver, and install equipment. All products offered must be Buy American Act compliant. Award will be made to the offeror whose offer represents the best value to the Government. Best value will be determined by considering price, technical acceptability, and past performance. Technical acceptability will be based on the quality of proposed products, proposed plan for recruiting and employment, and conformance of the offer to the RFQ and attachments.
