It will need to be analyzed comprehensively the cost structure of the service as well as the cost of the improvements that are expected to be incorporated. Based on the analysis of the available data (financial audits from 2017 to 2024) and the applicable economic and sectoral forecasts, the consultancy will prepare a projection of the expected costs for the years 2027 and 2028, identifying the main factors of variation and the risks that may affect the evolution of expenditure. The final report must include a clear calculation methodology, the hypotheses used, the results obtained and the corresponding conclusions. The proposal must incorporate a monitoring and control plan that can be implemented by the City Council. During the execution of the contract, a minimum of 3 meetings must be held of IN-Person monitoring per month at the Town Hall headquarters. Documents
