Uzbekistan is richly endowed with a variety ofminerals and has long mined some of these while others remain to be exploited.The country seeks to take advantage of heightened global interest in the roleof minerals in underpinning economic development, digital transformation, energy transition and national security. A program of reform to modernize and acceleratedevelopment of Uzbekistan-s mineral resources and mobilize the necessaryinvestment was set in motion by the President in PP No. 3000 dated May 24, 2017and RKM No. 328 of May 31, 2017 defined the legal basis for proceeding withthis agenda. Since then the Government has made several legal reforms, completed mineral resource assessments, launchedinitiatives to promote investment and entered into partnerships withinternational partners. Notable achievements include amendment of the sub-soillaw, adjustment of the fiscal regime for mining, re-organization of mining state-ownedenterprises (SOE), the first ever international bond issue by an Uzbek miningSOE, establishment of a new mining SOE to focus on developing critical mineralresource value chains, creation of an industrial cluster focused on copper andsigning of MOUs with the EU, USA, UK, South Korea and others.The Ministry of Geology and Mining is responsible fordefining policies to develop the mining sector and for its regulation. It hasrequested the support of the World Bank to take stock of the reforms achievedso far, identify challenges that still need to be overcome and identify suitablemeasures to unlock new investment opportunities. To be able to provide the best advice to theGovernment the World Bank and with funding from the Climate-Smart Miningfacility under the Extractive Global Programmatic Support (EGPS) will engage a consultingfirm to:1.
