The Umbrella Facility for Poverty and Equity (UFPE) was established in July 2021 as the World Bank Group's primary instrument for consolidating and scaling technical and financial support on poverty reduction and equity. It aims to inform and support the design, implementation, monitoring, and evaluation of policies and programs to reduce poverty and promote equity. Using the latest evidence and analysis, the UFPE helps governments with sound policies that can help the poorest in every country and focus investments in areas that are critical to improving lives.The UFPE is a multi-donor trust fund (MDTF) is supported by the Ireland Department of Foreign Affairs (Irish Aid), Germany Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), United Kingdom Foreign Commonwealth and Development Office (FCDO), Swedish International Development Cooperation Agency (SIDA), William and Flora Hewlett Foundation, Gates foundation and the European Commission. Their contributions enable analytical work, technical assistance, and capacity building across a broad range of country contexts. The UFPE is housed in the World Bank-s Distributional Impact of Policies unit under the Fiscal, Policy and Growth Global Department and governed by a Partnership Council (PC). The PC comprises representatives from the World Bank and contributing donor partners and provides strategic guidance and direction to the implementation of the UFPE. Funding flows from the MDTF Trustee to end grant recipients at the country, regional and global levels with grants managed by team leaders in their respective unit. The Facility is structured around a coherent Theory of Change (ToC) that links its activities to measurable outcomes and long-term development impacts. See Annex 1 for UFPE Theory of Change.
