The purpose of the first EnABLE mid-term evaluation is to inform and strengthen current EnABLE programming and related activities, as well as future investments, through an assessment of EnABLE-s progress, achievements and lessons learned. The evaluation will also provide accountability to financial contributors and other stakeholders for progress obtained and results achieved. The evaluation aims to fulfill these aims by 1) examining ongoing implementation of EnABLE, and 2) assessing EnABLE-s influence on social inclusion in FCPF Result Based Payment Programs in recipient countries as well as its contributions to local livelihoods and other sustainable development co-benefits. The evaluation will adhere to international standards and best practices for program evaluation, including use of the OECD/DAC International Evaluation Criteria of relevance, coherence, efficiency, effectiveness, impact and sustainability, to assess the above areas.
