The national aeronautical and space administration (nasa), stennis space center, ms, is requesting information to identify possible sources to be a awarded a firm fixed price contract. See specifics below.
Roses mekong project. The contract awardee shall utilize nasa remote sensing assets to continue in-depth land use-land cover (lulc) analyses in the lower mekong river basin as part of a project to build and deploy better water management decision support tools in that region. This person(s) will support validation of remote-sensing lulc data, integration with the mekong river commission soil and water assessment tool (swat) and the graphic visualization tool (gvt) being developed by project partners. As needed, the contract awardee(s) will work with stennis space center (ssc), goddard space flight center (gsfc), johns hopkins university (jhu), and the mekong river commission to complete this project.

Each year the project targets 2-3 sub-basins, as defined by rossi et al., and generates the data to improve the swat model in those areas. Ssc mapped the lulc for sub-basin 6 in fy13 as part of the feasibility phase of the project (milestone 1). In fy14 and fy15 (milestone 2) nasa/ssc began mapping sub-basins 1 and 2 and generated remote sensing data for flood monitoring. In fy16, the person(s) supporting this project will map the lulc of sub-basins 3 and 4 (milestone 3) using a combination of moderate resolution imaging spectroradiometer (modis) and landsat data and will work with other team members to integrate these data products into the swat model. This requires production of lulc maps from circa 2010 modis 32 day normalized difference vegetation index (ndvi) data that was prepared with ssc s time-series product tool (tspt). Each product will be generated from a stack of 12 "monthly" ndvis for 2010. A combination of unsupervised and supervised classification techniques will be used in conjunction with earth resource data analysis system academic & science (erdas) imagine to process the modis ndvi data into lulc maps. Landsat data will be processed using both supervised and unsupervised classification routines to further enhance the modis lulc maps. The lulc maps will be evaluated using a combination of landsat rgb imagery, aerial imagery, iss servir environmental resolution and visualization system (iserv) data, and reference data from the contract awardee if/when available (e.g., crop calendars and lulc maps). The use of on-line geo-tagged field photography of the lower mekong river basin from the university of oklahoma will also be explored and used as reference data. Preliminary lulc products will be shared with the mekong river commission and refined based on comments from reviewers. Final products will be posted on a nasa gsfc maintained on-line data repository that is accessible to the mekong river commission. The contractor will input the lulc maps into swat. Other team members from nasa gsfc, usgs, texas a&m, and university of south carolina will help assess, and possibly improve, the swat runs.

In fy17, the last year of this project, the person(s) supporting this project will generate and transfer modis and landsat-based lulc maps for sub-basins 5, 7, and 8 during the q2 (milestone 4). The contract awardee(s) will complete the transfer of data and approved process capabilities to the mekong river commission. The contract awardee(s) will support the writing of the project final report during q3. In fy16 and fy17, the contract awardee(s) will also participate in monthly telecoms, support project status reporting as needed, assist in development of journal manuscripts, and support public outreach at professional meetings.

The proposing organization shall provide a detailed project description and plan (budget, schedule, key milestones, etc.) for review by nasa/ssc. Upon approval by nasa/ssc, the project will be conducted according to the approved plan and any additional guidance contained in the contract and/or this sow (see deliverables).

Nasa/ssc will preside at quarterly reviews to evaluate the performance of each project. Projects that fail to make satisfactory progress may be terminated.

As needed, project representative(s) shall participate in meetings, telecons, conferences, etc. To ensure the successful completion of the projects/tasks funded by this sow as well as the infusion of these technologies into nasa, other government agencies and industry.
Travel - all project/task related travel should be itemized in the proposal for each project/task.
Deliverables:
reports - nasa has an extensive set of reporting requirements. All elements funded by this sow shall provide the reports and associated information listed below. In an effort to streamline the reporting requirements, any format or tool used to provide the required information shall be approved by nasa ssc.

Monthly program review - project reports are due to the designated ssc representative(s) nlt noon on the second tuesday of each month.

Fiscal year report - project and portfolio reports are due to ssc nlt august 31st of each year. This requirement is waived for projects awarded less than 3 months prior to the deadline.

Final report - project final reports are due to ssc nlt 90 calendar days after completion of the project (as defined in the approved project plan).

Nasa technology reports (ntrs) for all intellectual property funded by this sow are due to ssc nlt project completion, as defined in the approved project plan. Approval of the relevant ntr(s) must be received from ssc prior to any public disclosure of intellectual property (as defined in the previous bullet) created or enhanced as part of the projects/activities funded by this sow.
