Tenders are invited for Media & Communications Manager ECDF.

Project
The Education Capacity Development Facility (ECDF) provides technical, operational and logistical assistance to the education sector as prioritised by Australia and the Government of Papua New Guinea (GoPNG) at national and provincial levels. Information regarding the contribution of the Australian Government`s Education and Leadership Program to PNG needs to be communicated to the sector and wider audiences in new and innovative ways that can be readily understood by target audiences.
Role
ECDF is seeking to engage a Media & Communications Manager (M&C Manager) to facilitate greater knowledge to external stakeholders and the wider community of Australian-funded education activities in PNG, under the PNG-Australia Partnership. The M&C Manager will deliver publicity material relating to the Education and Leadership Program, including generating material for publication on social media and in a variety of printed and electronic formats. This will entail innovative and creative thinking, the sourcing of outside expertise, and working closely with a range of stakeholders.
The M&C Manager will be responsible for the ongoing implementation of the overall Media and Communications Strategy and a suite of program communication, promotion and public diplomacy activities across the education sector. They will co-ordinate and align communication activities with Australia`s other bilateral engagements in PNG.
The successful candidate will be employed on a full-time basis with a completion date of March 2018 with the possibility of extension. They will be located in the ECDF Office, Port Moresby.
Responsibilities
· Provide information to PNG audiences about education activities under the PNG-Australia Partnership is widely disseminated and generates positive interest;
· Ensure the products carry key messages as outlined by the Australian Government and all material is compliant with the branding and messaging requirements of the Australian Government;
· Materials produced are compliant with Australian Government`s child protection policy, gender, disability policy and other relevant social safeguards.
· Provide the AHC with a broad range of media and communication materials, including speeches, media releases, Facebook posts, Tweets, and success stories, as well as provide photographs, short video clips support and infographics
· Draft a 2018 Media and Communications Strategy for approval by AHC
· Design social media campaigns for both a PNG and Australian audience that showcase the PNG-Australia Partnership in education
· Provide media and communications support to the Australian High Commission.
· Prepare and manage media events coordinating with AHC;
· Respond to urgent or ad hoc communication, public diplomacy or promotional activity needs;
Requirements
Essential
· Relevant tertiary qualifications in communications, journalism, public relations, social sciences, international relations or a related field and/or comparable experience;
· At least five years` experience in Public Diplomacy including drafting speeches, media releases, promotional videos, media products for releasing on social media platforms including Facebook and Twitter, blogs and such at the national or international level;
· Strong writing skills with experience in writing for high level clients such as ambassadors and senior diplomats such as speeches, media releases and success stories;
· Demonstrated understanding of and experience in communications and promotions, marketing and advocacy for a range of audiences (ideally in international development);
· Demonstrated experience managing digital promotional campaigns specifically through social media platforms
· High level cross-cultural, interpersonal, written and oral communication skills, adaptable to a wide variety of audiences;
· Proven ability to meet tight deadlines and ability to work effectively with senior management and as a part of a team to deliver results;
· Strong IT skills including in the use of current design and publication software; and
· Demonstrated ability to design and lay out communications materials (examples required at interview)
Desirable
· Experience in PNG or the Pacific and with contacts in media networks in Papua New Guinea;
· Demonstrated excellence in using digital photography to deliver an event (students learning, opening ceremonies, or installation of new equipment);
· Demonstrated experience in creating and editing short digital informational and promotional video clips; and
· Prior experience managing media and news conference events.
