Tenders are invited for Master and Development Plan Study Falmouth Water Supply & Sewerage System.
The Government of Jamaica has received financing from the World Bank toward the cost of the Foundations for Competitiveness and Growth Project, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”)
The Government of Jamaica has recognized that significant investment will be required for extensive rehabilitation and renewal of the town's water supply distribution network and sewerage system which will be critical to support the strategic investments for the redevelopment and renewal of the town of Falmouth and its environs particularly its commercial districts and residential communities.
The purpose of the assignment is to develop a thirty (30) year Master and Development Plan with cost-effective options for a phased implementation o f a new centralized sewerage system and upgrade and expansion of water supply infrastructure in the Falmouth area.
Results to be achieved by the consultant team:
1. A thirty-year Master and Development Plan for Water and Sewerage systems in Falmouth which must include the following:
o Considerations for the expected urban/residential, commercial, institutional and tourism development through to the year2047
· Assessment of existing water supply and sewerage services
· Evaluation of Technical Alternatives
o Financial and economic assessment of the alternatives and recommended options
o Preliminary environmental and social impact assessment of the alternatives and recommended options
· Risk Assessment
· Transportation, Access and Traffic Management
· Monitoring, Operation and Maintenance Manual
o Implementation Plan and Budget
1. Detailed Engineering Designs, Drawings and Specifications f Manual
o Imr the recommended new Water Supply and Sewerage System
o Tender Documents for the procurement of engineeriement the recommended Water Supply and Sewerage System.
The anticipated duration of the assignment is twelve (12) months .
The Planning Institute of Jamaica now invites eligible consulting firms(“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.The shortlisting criteria are:
1. Glob al experience directing large-scale infrastructural projects and/or developing infrastructural development plans, evidenced by successful completion of at least 5 projects of a similar nature; (25 points)
2. Demonstrated experience with planning and implementing water supply and sewerage development projects, evidenced by successful completion of at least 3 projects of a similar nature (25points);
3. Demonstrated experience in the preparation of hydrological assessments and hydraulic modeling and calculations, evidenced by successful completion of at least 5 projects of a similar nature (30points);
4. Demonstrable experience with the integration of sustainable development principles in to city development planning and environment management for infrastructural projects; (20 points).
The minimum points required for short-listing is 70.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank-s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank-s policy on conflict of interest.
The Consultancy Firm may associate with other firms in the form of a joint venture or a su Bank&rsquo-consultancy to enhance their qualifications.
A Consultancy Firm will be selected in accordance with the Quality and d Selection method set out in the Consultant Guidelines.
