Marquis Project Parking Support Agreement

This is a Pre-Solicitation Notice that the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC), intends to solicit proposals through an open market competition and subsequently award a Firm Fixed Price (FFP) Contract for the Institute for Learning, Education and Development [ILEAD], Production and Delivery [PD] Service Line in Saint Louis, MO and Salt Lake City, UT. Please note: this is being issued in connection with Request for Quote (RFQ) 36C77626Q0169.
ILEAD operates Avid post-production edit suites and an Avid Media Asset Management [MAM] system with a Quantum LTO 8 library for archiving.
To archive Avid project files, including sequences, video, audio, and graphics separately for possible editing after the files have been archived, ILEAD requires the Marquis Project Parking system. Project Parking takes all the files and compresses them into a Tape Archive [TAR] file, which can then be sent to the archive directly or through the MAM if the editor selects the MAM to manage the file.
The Marquis Project Parking system is a proprietary software system and support is only available through Marquis.
This requirement will be open market using RFO Parts 12 and 15. To be eligible for award consideration, the prime vendor must be registered in SAM.gov as a veteran-owned small business in NAICS 541519.
The solicitation will be issued as a Request for Quote (RFQ). The NAICS code is 541519 and the Small Business Administration Size Standard $30 Million.
