The prerequisite is a turnkey implementation, including design, installation and managing the permit process with building control. The object of the procurement is described in more detail in the announcement's appendix "Market survey". This is not a procurement notice or a request for tender, but a market survey and a request for information. Failure to respond to a request for information does not prevent participating in a possible tender. The request for information does not oblige the Finnish Immigration Service to carry out the actual tender. Responses to the information request are expected in the manner specified in section 4. The answers to the request for information will come become public when a decision and an agreement are made in the relevant procurement that may be carried out (JulkL 6§). If, based on the survey, it is decided that the contract will not be concluded at all, the documents will become public upon the signature of the aforementioned decision. Provided the respondent's answers contain business and professional secrets or other information to be kept secret, the relevant parts of the answer must be identified and submitted in a separate appendix marked as CONFIDENTIAL.
