Since 2002, TBU has calculated how demographic developments are expected to affect the municipal sector's expenditure in the coming year. The purpose of the calculations is to provide an estimate of what income growth is necessary to continue the municipal and county services offered as a result of the population and age composition changing from one year to the next. The calculation is based on an assumption of unchanged standard, degree of coverage and productivity (ie unchanged costs per inhabitant within the relevant user groups). This problem was discussed during the previous major revision of the calculation scheme. In connection with this, a project was carried out for TBU in 2015 which looked more closely at how much the resource effort increases when the number of users increases, i.e. marginal costs and proportionality factors when the number of users increases. The purpose of the assignment is to obtain updated estimates of marginal costs in (county) municipal service production.
