③ not have filed a petition for the commencement of reorganization proceedings under the Corporate Reorgani-zation Act or the commencement of rehabilitation proceedings under the Civil Rehabiltation Act (except those who have done the procedure of reapplication under the notification of the competing participation qualification)

④ not be under suspension of nomination by Director-General of Kyushu Regional Development Bureau from Time-limit for the submission of application forms and relevant documents for qualification to Bid Opening

⑤ have proven to have actually manufactured or delivered the products concerned or the products with performance similar to that of the products concerned

⑥ have proven to have prepared a system to provide rapid after-sale service and supply of goods for the products concerned

⑦ not be the person that a gangster influences management substantially or the person who has exclusion request from Ministry of Land, Infrastructure, Transport and Tourism is continuing state concerned

⑧ acquire the electric certificate incase of using the Electric Procurement system https://www.geps.go.jp/

⑨ be the person who obtained the bid manual from the person of ordering directly
