Management service of the Personal and Community Promotion Program that is developed by the Social Action Service in the Province of Segovia (excluding the capital and its incorporated neighborhoods). It is a public service that entails benefits to favor of the citizens, its provision being mandatory by this Provincial Council in its corresponding provincial level, as it is the competent entity having been entrusted with the provision, together with the Regional Administration, of Social Services in accordance with the provisions of article 36.1 of the Law of Regulatory Bases of the Local Regime in relation to article 45 of Law 16/2010, of December 20, on Social Services of Castilla y León: - Article 36.1 of the Law of Regulatory Bases of the Local Regime: “The powers of the Provincial Council are those attributed in this concept by the laws of the State and the Autonomous Communities in the different public sectors.” - Article 45, Social Services Law CyL, (SS Sector Law) “are competent in regarding social services, the Community of Castilla y León, the Municipalities with a population of more than 20, 000 inhabitants and the Provinces, which will exercise their powers in the Municipalities with a population equal to or less than 20, 000 inhabitants. - Article 36.1 d) of the Law of Regulatory Bases of the Local Regime: Competence of the Provincial Councils “Cooperation in the promotion of economic and social development and in planning in the provincial territory.” ...
