Given the reason and objective of this tender, the province of Utrecht intends to conclude a Framework Agreement with one Contractor for the supply of a digital platform (SoftwareasaService solution) and associated services for for the purpose of facilitating and supporting the entire process surrounding the hiring of external staff. The assignment includes both making the digital platform available and the implementation of supporting services required to make it to make the hiring process efficient, transparent and lawful. The digital platform functions as a central environment in which applications for temporary hiring are published and in which suppliers and self-employed people can register and register free of charge register for assignments from the province of Utrecht. The Contractor is responsible for the management, maintenance and availability of the platform during the term of the Framework Agreement. See section 2.5 guidance.
