Expression of Interest are invited for Mainstreaming Resilience into Detailed Urban Spatial Planning in Indonesia

To support the Government of Indonesia (GoI) with the preparation of the Integrated Land Administration and Spatial Planning Project (ILASP), the World Bank with the support of the City Resilience Program (CRP), is seeking a firm with experience in the urban planning sector in Indonesia to provide services to help mainstream the incorporation of climate change resilience into the Detailed Spatial Planning (RDTR) of urban areas in Indonesia[1].

Stemming from an in-depth understanding of the regulatory framework of RDTR, the assignment will focus on developing operational recommendations that make the best use of existing planning procedures and incorporate key critical elements/actions to respond to the pressures and challenges of climate change and urbanization in Indonesian urban areas.

Resilience considerations will cover a range of hazards including climate, meteorological, and geological hazards, as well as the integration of a carbon emissions offsets and reductions perspective. The services will focus on topics such as spatial planning through development control, and the use of strategic land use zoning to mitigate and adapt to the impact of climate change, in order to guide capital investments to priority development areas, foster safe urban densification, and avoid agricultural and/or urban expansion in designated forests, coastal and conservation areas.
