The International Finance Corporation (IFC); the private sector arm of the World Bank; fosters sustainable economic growth in developing countries by financing private sector investment; mobilizing private capital in local and international financial markets; and providing advisory and risk mitigation services to businesses and governments. One of IFC-s priority areas is mainstreaming climate change mitigation and reduction of greenhouse gas (GHG) emissions. In this context; IFC has developed EDGE (Excellence in Design for Greater Efficiencies); a green building certification system that allows to assess the most cost-effective ways to incorporate energy and water saving options into projects (see www.edgebuildings.com). The UK-IFC Market Accelerator for Green Construction (MAGC) was set up with the purpose of boosting uptake of green building design and technologies in developing countries. MAGC deploys a multi-pronged approach; providing technical assistance and blended concessional finance to Financial Intermediaries (FIs); providing low-cost certification tailored to local markets; and generating knowledge.There is limited empirical research available on the impact of green construction and certification on building performance; particularly in emerging markets. The MAGC Research program (“MAGC Research”) aims to address this gap and generate high-quality evidence that can be used to further motivate the uptake of green construction; refine the EDGE certification; and maximize its positive impact. This will be partly achieved through impact evaluations of the EDGE certification to robustly compare the actual energy and water consumption of EDGE-certified and conventional residential units; focusing on low- to middle-income single-family and/or multifamily homes in three emerging markets. IFC seeks to procure a leading South-East Asian consultant firm or academic institution of international recognition with extensive experience in comparable applied research (i.e.; energy efficiency; social sciences) and a demonstrated ability to work with international and local implementation partners to lead the in-country implementation of the Pilot Phase and Main Phase of the MAGC Research EDGE Impact Evaluation in Indonesia (the “Study”); including but not limited to advising on study design; conducting fieldwork; coordinating the installation of additional monitoring equipment (to be procured separately); and collecting; processing; and analyzing data; as needed.Full draft Terms of Reference are attached.
