The Department of the Navy, Norfolk Naval Shipyard (NNSY), is conducting market research to identify potential sources capable of providing industrial equipment rental/lease services in support of multiple Naval Shipyards. This is a Sources Sought Notice only and not a Request for Proposal (RFP), Invitation for Bid (IFB), or Request for Quotation (RFQ). No contract will be awarded from this announcement.
Background and Intent
The Government anticipates establishing a Multiple Award Firm-Fixed-Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract to streamline the acquisition process for recurring industrial equipment needs. The draft Statement of Work (SOW) and preliminary equipment specifications are attached to this notice.
The primary objectives of this acquisition strategy are:
To reduce procurement lead time from requirement identification to delivery of equipment.
To establish IDIQ-level pricing for as many defined equipment categories as practicable, while recognizing some items may require order-level pricing for items not yet identified.
To provide maximum flexibility for supporting multiple shipyards across zones, while ensuring competition at the task order level.
