Invitation to prequalification for the regional district began preparation of a liquid waste management plan (lwmp) in june2006 to determine how the east end of the region will deal with its sewage for the next 30 to 50 years. A key focus of the lwmp is to upgrade the columbia pollution control centre (cpcc) from primary treatment to secondary treatment. The cpcc treats sewage from the communities of city of rossland, village of warfield, city of trail, and the smaller adjacent communities of rivervale and oasis. The total population of this contributing area is approximately 13, 800.stage 2 of the lwmp was submitted to the ministry of environment for review in september 2016. Pending ministry approval, the rdkb will move forward with stage 3 of the lwmp in 2017. Dovetailing with the stage 3 lwmp, the rdkb was successful in obtaining funding assistance through the clean water and wastewater fund to complete predesign and design work required for future upgrading of the wastewater treatment plant. Currently, the cpcc is the last remaining wastewater treatment plant in british columbia discharging primary effluent to a freshwater body.consistent with current procurement policies, the rdkb is requesting qualifications fromconsultants interested in:.
