Tender Details

UNICEF Thailand Country Office is seeking to establish one or more non-exclusive Long-Term Arrangements for Services (LTAS) with qualified contractor(s) to provide premium and secured services to facilitate our fundraising activities and receipt services.BackgroundDirect mailing has been one of ourmain tools in soliciting a financial support from public and still served as a successful pillar in sustaining fundraising for the organization. Once the supporters become UNICEF donors, they will consistently receive series of communication materials as part of donor retention and cultivation activities such as direct mail for fundraising campaign, donor birthday campaign, donor report and others that aim to persuade them to stay committed and continue supporting UNICEF.Another ad hoc activity that requires direct mail fulfilment service is UNICEF's emergency campaign. When Thailand or othercountries around the world face an urgent need of support due to natural disasters or conflicts that affect a great number of children, UNICEF will immediately launch an emergency direct mail campaign to ask for financial support from our donors. As the nature of this task is unpredictable so the contractor has to be ready at all times to support the campaign launching within 48 hours. After the donations are received from our donors, donation receipts will be sent to the donors to acknowledge their supports and for their benefit on tax deduction which will be made by either postal mail, emailor both options depending on donor's preference.Accordingly, the assignments are divided into two modules.- Module 1: Direct mail fulfillment service for fundraising campaigns.- Module 2: Generation of donation receipt for one-time giving and regular giving with delivery service to donors subjectedto donor preferences (postal mail, email or both).Bidders can propose services for one or both modules. The awarded contractors are expected to develop mail merge software and platform to facilitate work assignment in Module 1 and Module 2.Objectives, Purposey Office is seeking to establish one or more non-exclusive Long-Term Arrangements for Services (LTAS) with qualified contractor(s) to provide premium and secured services to facilitate our fundraising activities and receipt services. The LTAS will be established for the duration of 3 years, with theoption of additional 2 years extension, subject to satisfactory performance and agreement of both contracting parties. The established LTAS will be time bound, without a monetary value or guaranteed offtake. For larger assignments to be contracted under the established LTAS, all suitable LTAS holderswill be invited to submit their proposal in a secondary bidding process. Contract award will be made to the LTAS holder who submitted the most responsive proposal (highest ranking as combination of technical and financial score).Location and Duration- Initial LTAS period: August 2024 to July 2027, with optional extension of 2 years- Peak period: During November-February- Location: At contractor's premises. For full details, please refer to the attached Terms of Reference. This tender will be run through the UNICEF e-submissions system (UNGM).By clicking on the blue ‘Express Interest' button inthe UNGM tender notice, the full UNICEF e-submission system instructions to bidders document (including instructions on how to access the tender documents and submit an Offer) will be automatically emailed to the ‘contact persons' included in your UNGM registration.
