This Tender Notice is issued in accordance with the Procurement Act 2023 to formally commence the procurement process for the provision of on-street parking and loading enforcement services on the Transport for London Road Network (TLRN). Parking and loading enforcement is required on the TLRN to reduce congestion, improve bus reliability, and improve the safety of the network. Procurement Objective TfL seeks to secure a partner who can: • Deploy, manage and supervise on street officers to priority locations and network "hot spots" to deter and address non-compliance with road traffic and parking regulations and associated legislation; • Undertake on-street civil traffic enforcement in accordance with TfL standards and relevant legislation, including the issue of Penalty Charge Notices (PCNs); • Engage constructively with motorists, businesses and the public to promote compliance and support road safety goals; • Identify and report defects in signs, lines and other traffic management infrastructure on the TLRN; • Provide and maintain, from contract commencement ("day one"), the full technology stack required for enforcement - including a Parking Enforcement Application (PE App), back-office systems and handheld devices - integrated with TfL's systems via open APIs; • Contribute to TfL's statutory traffic management duty and the aims of the Mayor's Transport Strategy by reducing congestion, improving bus reliability and enhancing network safety. 2.
