Background and Rationale The Global Partnership for Effective Development Cooperation (GPEDC) is a multi- stakeholder platform aimed to advance the effectiveness of development efforts by all actors to deliver results that arelong-lasting, and contribute to the achievement of the Sustainable Development Goals (SDGs). It was established during the Fourth High-Level Forum on Aid Effectiveness in Busan (2011), with the aim of bringing together governments from provider and recipient nations, bilateral and multilateralorganizations, civil society, and the private sector, among others, as partners for development. It provides a forum for knowledge exchange and practical guidance to boost development impact, and support country-level implementation of internationally agreed principles of development cooperation. The monitoring round serves as the GPEDC's flagship instrument in assessing global and country-level progress in fulfilling commitments to Effective Development Cooperation centered on the four core principles of development effectiveness: country ownership, results-focused development, inclusivepartnerships, and transparency and mutual accountability. Having participated since the first monitoring exercise in 2014, the Philippines has committed to participate in the Fourth Monitoring Round.
