The Effective Governance for Economic Development (EGED) is a programme funded by the UK Foreign, Commonwealth and Development Office (FCDO) to improve the effectiveness, accountability, and transparency of economic policies in Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan.Uzbekistan has embarked on significant economic reforms that affect most citizens. The potential benefits of reform are large, but the process will be challenging, and there will be adjustment costs for some at-risk groups. The government has prioritized dialogue with citizens to better understand the main concerns of the population and the social impacts of the reform process.The Listening to the Citizens of Uzbekistan Survey (L2CU) survey is one important component of the World Bank-s EGED project that supports this objective. The Poverty and Equity Global Department of the World Bank has monitored socio-economic indicators and citizens- perceptions on important policy areas from households by L2CU phone every month since 2018. L2CU will integrate multiple approaches to monitor the wellbeing of households over time, with a focus on challenges relating to the reform agenda. It would also include mechanisms for public consultations on the monitoring results.Under this procurement, the World Bank plans to conduct a new in-person baseline survey involving 4, 000 households across all regions of Uzbekistan. Following the baseline survey, the plan is to conduct a monthly phone survey involving 600 households, using a sub-sample of the baseline survey.Please note that the data collection will require a call center and other equipment and infrastructure. If the applicant is to make use of existing equipment and infrastructure, please note this in the proposal.
