This brief requires a study and report on the integration of the Active Travel Cycle network with the fire and emergency services in the Limerick Metropolitan Area. Emergency Services vehicles include: emergency ambulances, fire engines, Army, Gardai, Coast Guard and Prison Service vehicles. The report should include: • Review of current emergency routes and travel times. • Evaluation of existing traffic patterns • Review existing data from emergency services in relation to implemented and proposed design • Consultation with Emergency Services to understand routes/requirements. • Consultation with other stakeholders including local authorities and community groups • Review of current traffic movements throughout the study area - traffic count information will be provided where available. • Analysis of how proposed Active Travel measures will affect emergency access and response times • Assessment of the impact of installation of cycle lanes / tracks on the primary and secondary Study on the Integration of Active Travel Programme with Emergency Services networks identified in LSMATs on Emergency Services vehicles. • Assessment of the impact on emergency vehicle journey routes and times in the event of a lane closure on any of the primary or secondary network routes due to a RTA (before and after installation of Active Travel provisions) • Assess potential risks including risks to cyclists / pedestrian and risks to emergency service vehicles (Risk Assessment based on Likelihood and Severity Risk Matrix) • Recommendations for design modifications that enhance emergency access while promoting Active Travel
