Lick run streambank restoration synopsis

the u.s. Army corps of engineers, pittsburgh district has a requirement for the restoration of the streambank at lick run in jefferson hills, south park township, in allegheny county, pa.

The project area is located on the right descending bank of lick run within the corporate limits of south park township and jefferson hills borough. The pleasant hills authority sewage treatment facility is located on the western side of lick run.

Erosion has been occurring for a number of years along the streambank and is an imminent threat to the treatment facility`s aeration tanks, influent pipeline, storage tanks and other infrastructure. The right descending bank of lick run is being eroded resulting in bottom scour, shallow bank failures, and streambank retreat. If corrective action is not implemented, erosion will damage critical plant facilities and cause plant closure.

To address the issues associated with streambank erosion along the right descending bank of lick run, this project proposes to use a combination of approximately 330 linear feet of riprap and 345 linear feet of precast concrete modular block wall. The riprap is installed to ensure slope stability, likely between 3:1 (h:v) and 2:1 (h:v), and a geotextile fabric is to be placed between the riprap and existing ground to reduce soil loss and maintenance due to vegetation growth. Gravel or a geocomposite drainage material will be installed between the block wall and the existing ground. The slope above the wall will be re-vegetated with native grasses. The work shall be completed within 490 calendar days after written notice to proceed to include any exercised options. The solicitation is broken into a base bid with two (2) bid options. Estimated cost of the proposed work is between $1, 000, 000.00 and $5, 000, 000.00.

This acquisition will be a 100% set aside for small business. The resulting award will be for one (1) firm-fixed-price (ffp) contract w...
