the upu provides a number of it services to designated operators (do), including some operational tools that do use for the preparation of dispatching mail.transportation and flow of information are key elements in the postal supply chain. Dispatching mail requires the availability of a routing plan, itself relying on up-to-date flight timetables. Designated operators establish their routing plan at minimum twice a year (summer/winter timetables) with possible more frequent revisions according to the contracts they maintain with airlines, reserved capacity on the flights, and fluctuation in business needs (ex: management of the peak periods such as the weeks leading to christmas).flight information is essential information that appears on the forms associated to mail dispatches, and communication with airlines through edi standard messages.this rfp concerns the provision of license to access an airline travel, freight and air mail information system for the purposes described below (objectives).objectivesthe upu wishes to contract a qualified provider for the provision of license to access an airline travel, freight and air mail information system, in accordance with the conditions and specifications contained herein. In this regard, the selected contractor shall provide central subscription as indicated in section 2.3 above, including but not limited to the following tasks:a) provide a multiple-user centralized license to register a maximum of 180 usersb) the 180 user accesswill be managed by the upu and:• used internally among the staff of the international bureau in bern, for the work of the programs which need access to such data, • distributed to interested designated operators for integration of the flight data into their mail dispatching system.c) the technical setup can either be:• accessing a data source located at the contractor''s site, from which the upu can collect up-to-date timetable data on all available flights, extract it, and distribute according to the needs explained above, • collecting a file or a formatted database containing the same information.d) the frequency for the updated information on scheduled flights shall be monthly (12 updates per year)e) provide a single point of contact for users to gain assistance in troubleshooting, get answers to questions, and solve known problems.f) provide help, advice, training and support in the use of all centrally maintained services covered by the multiple-user license.
