This contract concerns the establishment of a framework contract for the carrying out of level 2 controls of HTBT (High Voltage / Low Voltage) electrical transformation stations as part of the national OMEGA program, led by SNCF Immobilier. This framework contract aims to support Establishment Directors of SA Voyageurs in order to guarantee regulatory compliance of electrical installations (Labor Code, articles R4544-1 to R4544-11, and standards NFC 18-510, NFC 15-100, NFC 13-200), to improve the robustness of the electrical supply to ensure the continuity of operation of passenger services, and to assess the quality of maintenance operations as well as level 1 controls. The services to be carried out in this context include: - In-depth technical checks of HVV substations, covering documentary analysis (technical files, verification reports, diagrams, operating instructions), site visits (MV/LV equipment, protection devices, diagrams of earthing, building aspects), and the assessment of conformity with the standards in force, - Overall assessment of each position, integrating technical aspects, obsolescence, safety, compliance, robustness, capacity/needs adequacy, and building conditions, - Analysis of maintenance processes and level 1 controls, with identification of areas for improvement, - Development of multi-year action plans for modernization...
