Expression of Interest are invited for Legal Consultant LNG to Power - Seychelles.
The Government of Seychelles (GoS) have reached out to the IFC to support in attracting private sector participation through a Public-Private Partnership, following a competitive tender process to design, finance, build and operate a ~ 75 MW LNG Power Plant under an Independent Power Producer (IPP) scheme. Also, to evaluate LNG procurement and supply solution.
IFC's engagement would be executed in two phases in 14 to 16 months, as follows:
Phase 1 - due diligence phase and transaction structuring
Phase 2 - tender preparation and implementation
As part of its mandate, IFC will appoint several consultants including an international law firm, which will be required to select, subcontract, and supervise a local law firm to support in undertaking this assignment.

SUBMISSION REQUIREMENTS
The World Bank Group now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that (i) Expression of Interest must not exceed 30 pages, and (ii) the total size of all attachments should be less than 5MB. Consultants may associate to enhance their qualifications.

NOTES
Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will receive notification. No debrief will be provided to firms which have not been shortlisted.

· 3. Provide information showing that they are qualified in the field of the assignment. *
· 4. Provide examples of relevant projects and explain the exact role the Firm played in the project. *
· 5. Provide information on the qualifications of key staff. *

Shortlisted consultants will be invited to respond to a Request for Proposal. Contract awards will be made in accordance with the World Bank Group Procurement Policies and Procedures.
