The City of Lviv (the “City”, the “Client”) requested support of the International Finance Corporation (IFC) and the Global Infrastructure Facility (GIF), members of the World Bank Group to implement a 220-bed surgical hospital project in Lviv under the public-private partnership (PPP) model. The City-s objective is to attract a private sector partner to finance, construct and maintain the hospital (the “Project”). It is expected that the hospital PPP will follow a PFI model, with the private partner not involved in the delivery of clinical services. IFC PPP Transaction Advisory is the lead transaction advisor to the City in structuring and implementing the Project and in administering a competitive tender process to select a qualified private investor. The Project Feasibility Study has been finalized and will proceed to the tender stage (the “Tender Stage”). The tender includes, inter alia, the following tasks: - Preparation of tender documents (request for qualification, request for proposals and other necessary documents). - Prequalification process. - Submission of technical and financial proposals by prequalified bidders.- Negotiations and signing the PPP Agreement. IFC is hereby recruiting a qualified legal consultant firm (the “Consultant”, the “Legal Consultant”) to support implementation of the tender process. IFC will act as the Lead Transaction Advisor to the City. The Legal Consultant will work under the coordination and supervision of IFC and will report to the IFC on all the aspects and deliverables of this assignment. IFC will separately recruit technical consultants who will be working under IFC-s supervision and in close collaboration with the Legal Consultant throughout the duration of this assignment. The City has retained its specialized consultants (the “Client Consultants”) who include a Ukrainian legal team and who will be available to support the Legal Consultant as necessary.
