The Government of Serbia is currently takingpro-active steps to digitalize the logistics and transport operations, byaligning national practices with international standards and the EuropeanUnion-s regulatory framework. Key instruments guiding this transformationinclude the Additional Protocol to the CMR Convention concerning the e-CMR, andthe EU Regulation 2020/1056 on Electronic Freight Transport Information (e-FTIRegulation) aimed at streamlining digital information exchanges across borders.Effective implementation of these instruments necessitates legal amendments, technical assessments, stakeholder engagement, and system integration. TheMinistry-s timeline for completing the legal process and initiating formaladoption is set for the end of Q1 2026.Under the first project pillar aimed at Creating a favorable regulatory andpolicy environment for the sector, IFC is planning to assist the Ministry ofConstruction, Transport and Infrastructure (further referred to as theMinistry) with the development and promotion of legal and regulatory changesthat align Serbia-s logistics and warehousing framework with EU requirements.More specifically, the project support under this assignment will entail thefollowing activities: (i) review and draft legislative amendments to the Law onContracts in Road Transport in coordination with a government-led WorkingGroup; (ii) develop a Regulatory Impact Assessment of the draft law and legalexplanation for ratifying the e-CMR Protocol; (iii) facilitate stakeholderengagement through carrying out workshops/roundtables; and (iv) conduct a studyvisit and a benchmarking analysis to learn and apply best practices fromadvanced EU Member States.
