TheInternational Finance Corporation (“IFC”) has been approached by Government of Lebanon (GoL) to act aslead transaction advisor to assist in structuring and tendering the project. The Projectconsists of three interrelated components to be delivered through one or morepublic-private partnership (“PPP”) transactions (i) the deployment of a Floating Storage andRegasification Unit (“FSRU”) to import, store, and regasify liquefied naturalgas (“LNG”); (ii) therehabilitation and transition of the existing 465 MW Deir Ammar Icombined-cycle power plant to operate on natural gas, including its transfer toa private operator; and (iii) thedevelopment of a greenfield Deir Ammar II combined-cycle gas turbine (CCGT)plant, approximately 500 MW.IFC intends toretain an Environmental and Social (“E&S”) consulting firm (the“Consultant”) with demonstrated experience in infrastructure projectspreferably in energy, LNG and gas-to-power sectors and with a strong workingknowledge of the IFC Performance Standards and the World Bank GroupEnvironmental, Health and Safety Guidelines. The Consultant will work in close coordinationwith the technical and legal consultants retained by IFC to carry outcomprehensive due diligence and also support IFC throughout the tender process.
