⑹ Qualifications for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :

① not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting (however, minors, persons under curatorship or persons under assistance who have obtained the consent necessary for concluding a contract may be applicable) ;

② not come under Article 71 of the above-mentioned Cabinet Order ;

③ have Grade A, B, C or D in "offer of services" in terms of qualification for participating in tenders by all ministries and agencies (Unified Qualification for FY2025, FY2026 and FY2027) and have qualification in the Kanto-Koshinetsu region ;

④ prove to have the ability to lease the relevant goods by themselves or through a third party ;

⑤ not be currently under a suspension of nomination by any national government organizations located in Saitama Prefecture or Tokyo ;

⑥ be able to submit a written pledge that they are not members of organized crime groups ;

⑦ meet the other requirements specified in the tender documentation.
