Leadership development The Municipality of Breda wants to implement a multi-year leadership development program for management, department heads and team leaders in the period 2027-2029. The assignment includes in any case: • Development and implementation of a leadership program for management and department heads; • Development and implementation of a leadership program for team leaders; • Organizing theme meetings around leadership and management themes. The municipality wants one contractor for this contract who acts as an expert, director and broker, and also functions as a strategic and substantive sparring partner. This means that the contractor is an expert in the field of leadership and management development, coherence, quality and monitors the rhythm of the program in the Municipality of Breda, and in dialogue with the Municipality of Breda, thinks about the further development of the leadership development process. The Municipality of Breda has expressly opted for one in its approach to the leadership development process development-oriented change approach. This approach is based on the premise that leadership development and organizational change cannot be fully planned or achieved, but develop in practice in interaction with the context, the tasks and the those involved.
