Synopsis: This is a synopsis for a modification to Task Order N66604-18-F-0915 (under basic contract # N66604-10-C-0215) with Charles Stark Draper Laboratory, Inc. (hereafter referred to as "Draper") for noncommercial services prepared in accordance with FAR 5.207 as supplemented with additional information included in this notice. The purpose of the proposed modification is to increase the tasking under the Statement of Work (SOW) and to extend the associated period of performance.The objective of Task Order N66604-18-F-0915 is for system engineering analysis, design, and support for Large Displacement Unmanned Undersea Vehicle (LDUUV) with respect to the autonomous control system; the development of software updates to the Maritime Open Architecture Autonomy (MOAA) framework and UUV simulation environment to accommodate the LDUUV and demonstrate the updated MOAA framework and UUV simulation through simulation scenarios; and to develop software updates to the MOAA framework to support in-water testing on prototype vehicles and demonstrate the updated MOAA framework during in-water test events. The updates will support the Extended Range Modular Undersea Heavyweight Vehicle (ER-MUHV) project requirements.In support of this effort, the Government requires an increase of the tasking in the SOW for the evaluation of the Large Displacement (LD) baseline autonomy with the UMAA evolving standard in order to align with required UMAA standard. This additional effort is required to close out critical design reviews (CDRs) that took place in May 2019. Because of the increase in the tasking described above, the Government also requires an extension of the period of performance under the task order by one year.The proposed contract action is for services and supplies for which the Government intends to negotiate with only one source under the authority of 10 U.S.C. 2304(d) (1)(B)(ii), as implemented by FAR 6.302-1(a)(2)(iii)(B). FAR 6.302-1(a)(2)(iii)(B) states, "For DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of highly specialized services when it is likely that award to any other source would result in-- Unacceptable delays in fulfilling the agency`s requirements".Draper is the only company with the skills and knowledge necessary to meet the Navy`s need for support of the...
